Baseband Processor and Device's CPU Communications

Hello everyone. I need a little help in understanding about a RF embedded (ASIC) device (can be any device such as a wireless video camera). If a device can only be made active and communicated with via RF then if the device has the following components (main CPU, main embedded OS and baseband processor, possibly a baseband embedded OS) then is it essential that the main CPU and the main OS be already powered on and executing ? Or can the baseband processor simply power on the main device's CPU and then have the main CPU load and start executing the embedded OS ?

Hope the above is clear but feel free to ask for clarification
